Representative of Samoan Government has
arrived here for recruitment of indentured
Chinese Labour for Samoan Plantations and his
papers show that he is authorized to do so
as the result of negotiations between Government of New Zealand as mandatory and you. Should
be glad have instructions as to whether
recruiting may take place from this Colony.
