With reference to the Honourable Colonial Secretary's letter No. 3433/17 dated 13.1.20 asking whether I reported the delay in my departure from England to the Crow Agents or the Director of Colonial Audit, I have the honour to inform you that in the first instance I was re- -quested by the Colonial Office to obtain a passage to Hong- -kong through the Crown Agents, and after some considerable delay owing to their being unable to do so, I was informed by the Colonial Office that arrangements would be made by the Director of Movements, War Office, with whom I was to communicate. I would point out I was repatriated by the War Office as a soldier not as a civilian, and I therefore looked to and accepted instructions from the War Office. In support of this statement I am prepared to produce my military orders for embarkation. As I have already stated I regret not having reported the delay to the Colonial Office, but at the time I was very worried, and I considered it sufficient in having arranged matters with the Director of Movements.
