My Lord,

With reference to Your Lordship's Circular Despatch of the 28th November, 1919, on the subject of the preferential rates of Customs Duties now levied in the United Kingdom on goods consigned from and grow, produced or manufactured in the British Empire, I have the honour to inform you that no duties are levied on goods entering this Colony with the exception of liquor and tobacco.

The application of a system of preference

in the former case would, I submit, present considerable difficulties, and in the latter case the interests involved are trifling. In the circumstances, therefore, I do not consider it advisable to adopt any scheme of preferential

duties.
