Agents promised them that on their arrival they would be
given a large increase, some specified a forty-five per cent increase on the pay stated in their agreements and declared their unwillingness to fulfill their contracts
unless they received these increases. I have ascertained from
the Crow Agents that there is no foundation for these state- -ments and I have no doubt that the real fact is merely that they had anticipated an easier life and a wage of greater local purchasing value than they have found to be the case. I am, however, of opinion that in present circumstances the pay of these men is not adequate for the responsible and frequent- -ly dangercus duties which they are required to perform and in my proposals with regard to the salaries of Government Officers generally which are now on their way to you I have
suggested fairly considerable increases. With a view there-
-fore to removing any reasonable cause for discontent I authorized the Captain Superintendent of Police to inform the men that increased salaries have been proposed and that pend- -ing your decision on their future pay, they would be allowed to receive as from the 1st of January the present maximum
salary of their grade (£120 a year plus the 20 per cent
allowance), and further that if any of them were dissatisfied
I would cancel their agreements and send them home. This
last offer was made, after consultation with the Captain
Superintendent of Police, as the best means of getting rid of
a certain number of them who will never maks good Police
Officers.
