Hong Kong Development Company, in which Company the National
Electo Construction Company would have little financial
interest and no control,
In view of your remarks, the Promoters have now
decided to proceed with the formation of the Hong Kong Development
Company, which will be prepared to carry out the tramway scheme
direct in accordance with the second paragraph of your letter.
The Engineers to the scheme will be the well known and highly
respected firm of Engineers in Hong Kong Mesars. Denison,
Rams and Gibbs, who would be responsible to the Company for

the work carried out by the contractors, and for the certification
of all accounts.
The public of Hong Kong will be given an opportunity
to subscribe for the capital of the Company on the same terma
as the public in this country.
The Go ernment can rest assured that those who
povide the capital for building the line will take the necessary
precautions to ensure success.
The Promoters would be greatly obliged if you would
be good enough to intimate your approval of the above course
