I have the honour to Enquire whether, in view of the present high rate of exchange of the Hongkong dollar, any change in payment of pension has been approved by the Secretary of State.
I would point out that the 37% rate cannot surely be construed to mean that the Colony is to save on the dollar pension at the expense of the pensioner and that much rather a guaranteed minimum rate must have been intended as a bargain between the Government and the pensioners.
It would therefore seem equitable to make an adjustment at the close of each year whereby a pensioner would draw the balance in dollars.
