(2) May I be informed whether the rule that service in His Majesty's Forces is reckoned as leave without pay, and does not count as service for the purpose of earning leave, is applicable to all Colonial Civil Servants; or is one of the Hong Kong Government and applicable only to members of the Hong Kong Civil Service?
