I beg to thank you for your further letter of the 8th instant,reference/64000/1919. regarding the employment of aliens as Pilots in Hong Kong, contents of which I have carefully noted.

I am getting into touch again with our member,who is serving in the East, on this matter and on receiving a reply from him we shall probably be dealing with the matter further.

I may say,however, that in the opinion of the Management Committee of the Imperial Merchant Service Guild, in view of the fact that there is at the present time especially, a considerable surplus of experienced Masters and Officers of the Merchant Service, that the overment of Hong Kong might very well omsider their decision in this matter and in future engage British Officers only for the Pilotage Service of this important port.
