I am directed by the Postmaster Generali to transmit, for the information of the Lords Commissionera of His Majesty's Treasury, a copy of correspondence between this office and the Colonial Office regarding the proposed transfer of Mr. J.H. Cooper, Sorting Clerk and Telegraphist Bridgnorth, to the post of Superintendent of the Registra- tion and Parcel Branch, General Post Office, Hong Kong.

I am to explain that Mr. Cooper, who wa o
mobilized on the outbreak of War War temporarily employed in the Hong Kong Post Office from 14th August, 1916 to 31at. December, 1916, whilst on active service, and that
the balance of his civil pay was withheld for that period
at the request of the War Office.
Mr. Cooper is willing to sever altogether his connection with the Home Service, and in the circumstances
the Postmaster General presumes that in the event of
Mr. Cooper retiring from the Hong Kong service under
conditions entitling him to pension, pension would be
awarded by Their Lordships in respect of his Home Service
excluding the period August December, 1916 and that
Section (9) of the Statutory Rules and Orders dated
30th July, 1911 would apply to the case.
