SHANGHAI, Nov. 8. The first conference of the British Chambers the of Commerce in China, which concluded here on this morning, in an event of unprecedented in- ne portance in the annals of British trade with oa Chins. No fewer than 15 chambers, besides Hong kong, ware represented by delegates from he so far afield as Kharbin, Mukden, Chungking, ch and Canton, at Minister, came from Peking especially to meet Sir John Jordan, the British at the delegates, and at the opening and closing of m the sessions contributed addresses which were id inspired by his ripe experience of 43 years in e, China and which will be long remembered.
The most notable event was the formation of! central foderation, with headquarters at Shanghai, of all the British Chambers of Com- 8.merce in China, which will meet annually and speak with a united voice for the whole British Jo mercantile community on subjects affecting 10 British and Chinese interests. The importance
of this move is conspichons in various British organizations existing in the Hitherto the ce chief parts of China, though doing much good sework, acted independently, with the result that th there were occasional divergence of opinions and e, weakening of counsels.
Among other resolutions may be specially noted a strong recommendation that the Boxer indemnity should be used to establish British educational institutions for the Chinese in China and travelling scholarships to enable Chinese to visit Great Britain.

As regards opium, the conference adopted as resolution expressing the opinion that the British Government should be urged to give]: ad- immediate effect to the International Opium bal Convention of The Hague of 1812, without ait, waiting for its ratification by other countries, ers especially with the view to checking the export 30. of morphis and kindred products. This export, ng Sir John Jordan believed, was far less then it was popularly supposed to be, and he declared that China had no ground of complaint against id Great Britain. The British Minister added that id the cultivation of opium was rife in nearly every id province, and quoted the saying of the en dlightened Governor, Yen Hai-shan of Shanai, that most of his revenus went to keeping out snuggled opugn from Shansi.

Among resolutions of more purely local in. terest one pressed for dollar coinage in the place of spoon, another for adequate copyright and trade-mark protection; another called attention to the grave prevalence of piracy in South China, which is disprganizing trade.
Regarding the conference as a whole, two features are conspicuous. First, the recogni.
tion of the need for cooperation, even at the sacrifice of individual interesta, of all British merchants in the face of American and Japanese competition; secondly, the earnest desire to combine with and assist the Chinese in every at posible way, this fealing being based on the Tobvious fact that foreign business man cannot benefit themselves without first benefiting China It is evident that the Chinese Shanghai are much impressed by the evidence of the vitality and progressiveness of British commerce which the conference affords.

Incidentally the meetings have given the British community an opportunity, of which they were quick to avail themselves, of testifying the deserved affertion and esteem in which the veteran British Minister is held by all, a feeling which is fully shared by the Chinese.
