Sir,
I am in receipt of advice from the Netherland Ministry of Foreign Affairs atating that according to a telegram from our Consul General at Hongkong no telegrams in code are yet allowed to be sent from that Colony to Holland.
I shall be grateful if you will be good enough
to inform me whether the recent removal of restrictions upon the use of codes in telegraphic messages does not apply to communications between the Crown colonies and foreign countries.
