settlement of the general question of the amendment of the Colonial Export Prohibitions, the Colonial trade in Tin might be allowed more freedom than heretofore, and they suggest,for Viscount Milner's consideration, that, in the meantime, the Colonial Governments concerned may be authorised to grant export permite for Tinjat their discretion and without reference to the Home authorities,for all destinations except those included in Class C of the United Kingdor
