I have laid before the Lords Commissioners

of His Majesty's Treasury Mr. Grindle's letter of the 8th instant (7619/1919) andits enclosures relative to the deposit by the Hong Kong and Shanghai Bank of certain Chinese and Japanese securities on account of their note issue.

In reply I am to request you to inform Viscount Milner that They do not in present circumstances feel able to authorise a departure from the principle adopted in 1896 (T.L.14391/96)

securities should not be accepted for this purpose. They think the same principle should apply to Japanese Municipal Stocks,
