that the suggestion that bonds of the proposed silver loan should be accepted as security for the note issue of the Hong Kong and Shanghai Banking Corporation is contrary to the rule that no securities of a colony in which these notes circulate are accepted for that purpose,

a rule which in present circumstances by Lords would feel it most desirable to maintain.
