In a telegram dated January 13th addressed to the Governor Hong Kong from the Colonial decre tary it is stated that "all restrictions imposed on trad- ing with United States firms on the grounds of enemy association or nationality are to be abolished".

I fully recognise the need for exercising discretion in favour of the United States, but is

this ruling to be considered as absolutely binding as

regards the cable censorship?
