I am commanded by the Army Council to transmit copies of correspondence received from the General Officer Commanding The Forces in China, dated 15th July 1919, and from the Officer Commanding Troops, Mauritius, dated 28th June 1919, regarding the question of Honorary rank.

It is pointed out that if the officers were actually mobilised for Defence Work it would appear that their service in the Hong Kong Defence Corps is" analigous to service in the Territorial Force, and they should receive similar treatment under the conditions of Amy Order 376/1919, copy attached. On retirement they should be granted substantive rank.

If, however, they have not been mobilised, their services would be compared with the services rendered by the present Volunteer Forces of the United Kingdom and such service would entitle them to the grant of Honorary rank under the conditions of Army Order 123/1919, copy attached)

It is requested that the Army Council may be furnished with your remarks and recommendations in the matter.
