I am commanded by the Army Council to state for the information of the Secretary of State for the Colonies that representations have been received from the General Officer, Commanding the Troops at Hong Kong for the payment to Chinese employees of the War Department, whose pay does not exceed $20 per month of an allowance of $2 per month with effect from 1st July, 1919, owing to the exorbitant price of rice at that station.
The recommendation is based on the fact that the Colonial Government has approved of the payment of a similar allowance with effect from. the same date and owing to the same reason. I am, therefore, to enquire whether the allowance referred to has been approved by the Secretary of State for the Colonies in the case of Colonial Government employees, and if so to enquire the conditions attaching to the allowance.
An early reply is requested as the General Officer Commanding has reported that he has been obliged owing to general hardship and excitement prevailing to grant the same increase.
