Memorandum No. 1514-G., dated Simla, the 17th August 1919.

The following instructions are issued for guidance in regard to repatriation and expatriation of such Chinese as are recruited in Shanghai, Hong Kong, Singapore and neighbouring places.

Repatriation-Repatriates will be collected from overseas bases at the Com- bined Labour Depot, Wadi Bunder, Bombay.

As a general rule such men will be repatriated via Madras.

(1) The Commandant of the Combined Labour Depot will ascertain the date and time of departure of the vessel and inform "Control" by telegram of the number to be despatched and the date and time they should arrive at Madras for embarkation. "Control" will then issue movement orders for the party.

(2) The General Officer Commanding, Madras, will be advised by " Control of the time and date of arrival and number of the party, and will make the requi- site arrangement for their direct embarkation, or accommodation, rationing and subsequent embarkation, as may be necessary.

(3) The General Officer Commanding. Madras, will wire the General Officer Commanding, Singapore, advising departure and stating the numbers for Singapore and beyond separately, and whether in the case of men for beyond Singapore they have been booked through.

(4) The General Officer Commanding, Singapore, has under taken to make the necessary arrangements for paying off such personnel as were originally recruited in Singapore or vicinity, and to accommodate if necessary and subse- quently despatch to the Recruiting Officer, Shanghai, such men as were recruited by him, advising that officer of numbers and probable date of arrival.

(5) On arrival at Shanghai the Recruiting Officer will settle up with such men as were recruited through him.

(6) The Commandant, Combined Labour Depot, will see that all men are despatched with complete papers showing up to what date they have been paid and what their rate of pay is. He will also see that they are provided with rations for the journey to Madras.

Repatriation via Calcutta.

(7) In cases of repatriation via Calcutta the Officer Commanding, Com- bined Labour Depot, will ascertain the sailing date of steamers, arrange for the despatch of small numbers direct, or, in the case of large numbers, through "Control". The Officer Commanding, Combined Labour Depot, will advise the Technical Recruiting Officer, Calcutta, of date and hour of arrival at Calcutta and the latter officer will arrange for their reception, housing, rationing and embarkation. He will also wire the General Officer Commanding, Singapore, as detailed in paragraph (3) above.

(8) Repatriation via Bombay will be done entirely by the Officer Command- ing, Combined Labour Depot, in consultation with the Embarkation Command- ant, and the information detailed in paragraph (3) above will be telegraphed by the Officer Commanding, Combir.ed Labour Depot.

Expatriation.

(1) As a general rule Chinese expatriates will arrive at Madras.

In all cases despatches will be cabled to the War Section, Army Headquar- ters, India, a copy being sent to the General Officer Commanding at the port concerned. In the case of men from beyond Singapore the General Offi Commanding, Singapore, will also be informed.
