29. We forward a copy of a report giving the result of our investigations in regard to the treatment of Chinese labourers in India.

Though we feel sure that our difficulties in a time of war will be readily understood, yet we would ask that an expression of our regret for any short- comings in the arrangements for the reception and onward journey of these labourers may be conveyed to His Excellency the Governor of Hong Kong who did so much to assist us. We wish at the same time to assure him that the experience gained will ensure adequate arrangements being made for the reception of Chinese on any future occasion. (With reference to advance paragraph No. M-1665, dated India Office, the 24th January 1919.)
