In reply to your letter of the 11th
919. instant, I am directed by Mr Secretary Shortt to
say, with reference to the application of Mr.S.
Komor,
a Hungarian subject resident in Hong Kong, for the grant of a certificate of naturalization, that he concurs with the proposal of Viscount Milner that the Governor of Hong Kong should be informed that this application should be refused.
As regards the limited relaxation of the policy indicated in paragraph 14 of the Circular Despatch of 18th October 1918, to which reference is made in the third and fourth paragraphs of your letter under reply, I am to say that Mr Shortt concurs with Lord Milner's suggestion that exceptions to that policy might be made in very few and exceptionally meritorious cases,
