In reply to your letter of the 21st ultimo, I am
for the directed by Mr. Secretary Shortt to say, information of Secretary Viscount Milner, that he will
be prepared to consider the question of the removal to this country, under the Colonial Frisoners Removal Act,
of any white prisoner of British nationality who is 1884, serving a sentence of more than twelve months' imprison- ment in Hong Kong, but I am to ask that any proposal
to remove such a prisoner to an English prison should be accompanied by as full information as possible about his offence, antecedents and general character.
