I am not sure that it would be necessary to pass an Ordinance to provide for such removal. It would appear that if the Secretary of State is satisfied that the health of such a prisoner woula be permanently injured by further inprisonment in Hong Kong, it is necessary for him to sign an Order of Removal
A under the Colonial Prisoners Removal Act at the request
of the Government of Hong Kong.
This reason for
removal could no doubt always be properly given in the case of prisoners in Hong Kong.
