With reference to the Colonial Office letter No.66922/

Smarts 1919 of the 6th instant, I am directed by Earl Curzon of Kedleston to transmit to you herewith a copy of a despatch which has been received from His Majesty's Acting Consul

at Saigon, in which he requests that he may receive by way

of remuneration a commission on the amount of rice purchased

by him on behalf of the Government of Hong Kong.

2. In a circular despatch dated March 1st, 1916, the

Secretary of State, in view of the fact that Consular

Officers were making large disbursements on behalf of Depart-

ments of His Majesty's Government which were not contemplated

when the instructions in Chapter IX, Section X(d) of the

Consular Instructions were framed, laid it down that sanc-

tion could not be given to the charge of commission of two
