Your note on the subject of the remuneration to be granted to Acting-Consul Fitzmaurice in respect of rice purchased on behalf of the Government of Hongkong:- We think a payment of £100 would be quite a substantial mark of the appreciation of the Government of Hongkong for the services rendered by Mr. Fitzmaurice and we would be prepared to allow him to receive this

sum.

We feel that to allow a greater sum to be accepted would be rather unfair to equally efficient officers who have not had the same opportunity.
