which addressed by Governor of Macao to Colonial Office
at Lisbon stating works which so far have been completed are undoubtedly (? in) Portuguese zone but that those
contemplated in the near future will be on debatable ground which may give rise to discussion with China.
After consulting with me Portuguese Chargé
d'Affaires has telegraphed to Governor of Macao warning
him that any advance into disputed territory is sure
in present temper of Chinese to provoke popular opposition
and risk of armed resistance. Moment is most inoppor-
tune for reviving this long standing dispute and weakness of Portugal's position at Macao is known very well by
Chinese.
