2. Certificates in respect of such opium up to a limit of 500 chests in any one year will be granted to the agent at such times as he may apply for them.
3. In respect of any application for certificates in excess of the limit of 500 chests in any one year, the agent will be required to produce the licence of the Governor of Macao under Article 6 permitting the importation into Macao.
4. Opium for export under the certificates may be purchased by the agent at the
monthly sales, or privately from legitimate holders of opium in Calcutta.
5. Opium destined for Macao will in all cases (except as provided in paragraph 5A) be exported from Calcutta, exports of Malwa opium from Bombay having now ceased.
5A. Whenever it is permitted to obtain opium for the opium monopoly of Hong Kong from other places than Calcutta, the same permission, within the limits fixed, will be extended to the opium farmer of Macao, and the latter will also be permitted to purchase opium in any places designated by the Government of India when, by whatsoever circumstances, or in case of force majeure, it is not possible to obtain the necessary supply in Calcutta. Opium so purchased will be exported from such port as the Government of India may designate.
6. For the purpose of paragraphs 2 and 3 above, the year will be taken as running from the 16th to the 15th June.
