Morphia, therefore, cannot possibly be conveyed

by parcels post from the United Kingdom to Japan

without due authorisation from the Export Licence

Department, unless despatched under some other name,

In August of this year certain facts were

communicated to the Export Licence Department which

tended to show that morphia was indeed being export ed to

Japan under the name of Aspirin or of some other fine

chemical. For a letter from a Japanese firm, Gohel

Iwatsubo, of Kyoto,was produced to the Department by a

London firm in which the suggestion was made that to

avoid the stringent morphia restrictions, morphia should

be invoiced under a "more favourable" name; and the letter

conveyed the impression that this had been done by

other firms. The British firms concerned stated that they

had been making enquiries and that although they had no

definite information, they were under the impression that

morphis was being exported from this country to Japan

under the name of Aspirin and that the greater part of

this traffic was taking place by parcela post.

In the circumstances the Customs authorities were

immediately requested by the Export Licence Department

to arrange for the examination of a number of postal

packets of fine chemicals, e. g. Aspirin, Phenacetin, Phenazone, packed in 5 lb. tins, addressed to Japan,or

Japanese houses in the United States, with a view to

ascertaining whether the contents were actually these

chemicals or morphia. Two consignments of chemicals

analysed, in consequence of this request, by the Government

Chemist/
