My Lord,
I have the honour to tranmit herewith copies of
correspondense with the Officer Administering the Goverment
of Hongkong, regarding a case of smuggling of arms at Swatow,
that occurred last spring when military operations were still
proceeding between the northern and southern forces and before
the Allied Powers had agreed to prohibit their nationsis from
importing arma and munitions into China.
The Matter was clearly one that primarily concerned
the Chinese Maritime Customa ; and, as will be seen by the
englased extract from the Intelligence Report of His Majesty':
Consul at Bustev, a more reddat cage has since been effectively
dealt with by them. I have forwarded a copy of the extract to
His Majesty's Minister at Tokio.
