itto the Cabinet for their decision, with the rjaɛlt that all the proposed alterations to the text are now withdrawn. It is, however, still desired that declarations be made, wh which should not be incorporated in the Agrement, on the following three points:
1. It should be declared that the reference in the
Agreement to any non-Treaty Port upon thể in) and waterways of the province of Kuangtung refers to ports on inland waterways of Kuang tung province on which stem launches have hitherto been permitted to ply.
2. It should be declared that Hongkong launches plying on the inland waterways of Kuang tung province must act in accordance with the Inland Waters Regulations.
3. It should be declared that Hongkong junks enter- ing the teritorial waters of Huangtung or the inland was terways of that province shall observe all Chinese Regula-
tions.
The Inspector Genral of Customs has already been ins truo ted by the Jhui Tu Ch'u to arrange with Your Excellency for the above provisiona to be recorded in an exchange of notes at the time when the Agreement is signed.
This Government proposes to appoint the Inspector Gen- eral of Customs to arrange with you a time for the signa= ture of the Acremment by Your Excellency and himself,
the
greement may come into operation without delay.
