In reply to your letter No. 22 of the 25th April, I have the honour to inform you that the Opium Monopoly in this Colony was established on the 1st March, 1914, under the provision e
of Ordinance No. 4 of 1914, of which I enclose two copies,
I enclose two copies of certain pages of the Estimates
for the current year, which give full details of the estimated revenue and expenditure. It is doubtful whether the estimated revenue will be realised as the high price charged for prepared opium is now having the effect desired by this Government, the consumption having fallen from a maximum of 56, 153 taeks a month to 36, 437 taels during April.
The raw opium is purchased at the monthly auctions in Cal- cutta at a price fixed during the previous year with the
Government of India.
The present price is Rs. 2,000 a chest, and the quantity for this year 45 chests a month. tity will probably be reduced to 10 chests a month next year owing to the decreased consumpti on.
