His Excellency the Governor of Singapore, who has been q enough to supply me with information respecting the transship- cente of Persian and Indian Optum from that Colony to Japanese terri tories, states that he is unable to take any definite steps in the matter, as he has no legal power to prohibit the transship- cent of oni um I enclose a despator to this effect just re- ceived from Sir Arthur Young, in continuation of the correspon- cenes forwarded to Your Lordship in my despatch No.152 of April lind 1 set. It would seen desirable that there should be some norease in the powers of the Governor to exercise his discretion ʼn these matters.
