I have the honour to acknowledge the receipt of Your Excel- lency' Despatch of the 6th September regarding the question
of the measurement of ships for purposes of emigrant licences.
I enclose a copy of a report by the Government Marine Sur-
vey or. The Harbour Master, in endorsing it, points out that at Coast Ports the measuring is done by private surveyors, the inducement to allow an excessive number of passengers must
be considerable. I attach also a copy of a minute by the
Harbour Master regarding his personal insnec thon of a ship look-
ed after by a private European Surveyor, which was applying for
a Hongkong Passenger Certificate.

I shall be glad to learn whether you would be prepared to
accept the proposal made in the last two paragraphs of the
Government Marine Surveyor's report.
