Dear Mr. Lehmann,

Referring to our letter of the 20th ult.

I take the liberty to draw your attention to the telegraphic information contained therein that the Superintendant at Hong-Kong has refused the shipment

of 2000 bales raw feathers from Meurer Freres to Københavns Fjerrenseri per the M. 3. "Siam".

The East Asiatic Company informed

Københavns Fjerrenseri on the 11th June that the

feathers had not been shipped on board the "Siam "

because the licence was not in order. From Meurer Freres the Danish firm received the following telegram

"Slam arrived and departed Superintendent

refused export permit Blockade still

existing London must cable licence

directly."

Seeing that the Under-Secretary of State

for Foreign Affairs by letter of the 10th May informed us that it would appear unnecessary to continue the practice of submitting in advance, for the approval

of the Associated Goverments, particulars of cargoes to be shipped, inter alia from the Far East, it seems to me it is unlikely that the Superintendant can have refused the shipment because of missing instructions. As Københavns Ferrenseri are likely to be sued by the Shipowner for the payment of the tonnage not employed,
