sailing from Timor, and no doubt ultimately would find its way to Java or even Australian ports. No explana- tion is necessary to prove that the manufactured opium in Timor is not for comsumption in Timor, and that 90% or more would find its way to China.
I find the primary reason for its manufacture is to bring revenue to the already exhausted Portuguese Trea- sury in Timor, and the Portuguese Authorities may at an early date approached the British Goverment to allow large imports to take place in Timor.
