I am directed by my Committee to draw your attention t

various communications on the above matter, which have been received by them, and to ask your careful consideration of

game.

Memorandum No.1. Letter in "Eastern Engineering", November 20th, 1918, the monthly technical supplement of the "London and China Express®.

Memorandum No.2. A protest signed by 88 British, Ameri can, Swedish, and Norwegian missionaries, together with all

the foreign doctors, against the introduction of the liquor traffic in China, signed in Chefoo, North China, February

21st, 1919.

Memorandum No.3. A letter from the Nanking correspond-

ent to the "North China Daily News". December 18th last.

It is stated on good authority that American brewers

ione are spending six million dollars in erecting brewery pant in the principal cities of China, and that Britain, If not already in the field, is being advised to compete for this trade.

Ny Committee are, however, informed that Americans will

ot be permitted to carry on this business any more than in perica, unless they secure the protection of Hong Kong or ther laws.

My Committee feel it would be nothing short of a calam-

ty for Britain or America to allow her merchants to force
