power to prevent either opium or morphia from reaching this
country. 1 should therefore recommend that no expert what-
ever should be be permitted to either Kuantung er Kisuchow; and
that export should only be permitted to Japan or Formosa
after the issue of a certificate by the Bridah Consular Au-
thorities that they have satisfied thmasives as to ite să-
timate use.
