With reference to Mr Alston's letter addressed to the Right
Honourable the Secretary of State for Foreign Affairs ko.233
of July 28th last (F.0.P.No.181621) and its enclosure (1) I
have the honour to invite Your Excellency's attention to the
large and increasing trade in the transpipment of Persian Opium
at Singapore for the Kwang Tung Leased Territory and Kiau Chiau
as shown by the enclosed table.

2. No Persian Opium is allowed to be exported to Japan
without a Consular Certifinate to the Seent that it is for the
Japanese Government in Kwan Tung Leased Territory or at Kiau
Chiau and for consumption in one of other of these territories
only; so far as is known there is no other restriction which
may at present time be imposed.

It will be observed that this export of Persian Opium
commenced as recently as 1915 and ita ateady increaatwould
appear to require investigation and explanation.
4. I shall be glad of Your koallenoy's viewbsand suggest-
ions as to the control and limitation of this traffic.
