1.

I am directed by Earl Curzon mit to you herewith copy of a letter from Messrs Sinclair and

Guest on the subject of direct shipments of goods from China

for Belgium and the Netherlands, on which he would be glad to

receive Viscount Milner's observations.

2. I am to state that no licences are at present

required for the import into Pelgium of the goods mentioned in

the fim's letter.

3.

In the case of Holland consignment of the goods in

question must be made to the Netherlands Oversee Tryst and a

certificate received from that body before shipment takes

place, the amount in each case being limited by the ration

concerned.
