Mr. Davis to Earl Curzon.-(Received January 28.)

THE American. Ambassador presents his compliments to the Earl Curzon of leston, and, with reference to Mr. Balfour's note of the 10th December, 1918, oncerning the enforcement of the provisions of the International Opium Convention 1912, has the honour to inform his Lordship that a copy of the above note was duly itted to the Department of State in Washington, and a reply has been received ing that, while the American Government does not feel that the question of sing the illegal trade in opium and other habit-forming drugs is one to come re the Peace Conference-which should deal only with questions growing out of the and related subjects the American Government is not disposed to offer any rinn to the suggestions of His Majesty's Foreign Office.

The American Mission in Paris has been acquainted with this matter, and Davis has been instructed to forward a copy of Mr. Balfour's note to the American bassy at that capital.
