Subject to the above modifications, i consider that my original conditions should be adhered to as far as possible; that is to say, simultaneous abolition of Fostal agencies of all nations; equal facilities to those given by the foreign agencies in the matter if money and postal orders; and lastly the right to re- establish the British rencies should wch a step prove necessary through the inadequacy of the Chinese postal
facilities.
The actual number of foreign agencies in China is
us follows;-
Great Britain; 14 (including three in Tibet, and Kashgar, but excluding wei-hui-wei,}
Frasce; 15.
velmany; (before the outbreak of war) 12, besides 4
in Kiaochau leased territory.
Japan: 20 in China proper, 6 in the Liaotung
Feninsula, 23 in Manchuria,
jussia:za including Lanchuria,
United States; 1 only.
From the above figures it will be seen that Japan
and Aussia have by far the larger mumber of agencies. and
opposition to the proposed abolition is most likely
to come from these quarters.
