With reference to the letter from this

Department of December 10th. last, No.197836/10F/18, I am directed by Earl Curson of Kedleston to transmit

to you herewith copy of a memorandum from the United

States Ambassador concerning the enforcement of the provisions of the International Opium Convention

of 1912.

In view of the fact that the United States Government do not offer any objection to the proposal to bring the subject before the Peace Conference, Lord Curzon is suggesting to the British Peace Delegation in Paris that they should consult with

the American Delegation as to the possibility of obtaining from the Conference the adoption of a resolution binding all the belligerents to take immediate steps to enact the legislation contemplated

in the Convention.
