Your despatch to His Majesty's Ambassador Tokyo dated 4th October notwithstanding practical difficulties in Hong Kong it is desirable that principle involved in the matter of passports should be everywhere maintained. Japanese Consul General should be informed that in future it will be essential for Japanese subjects when they travel to British possessions to provide themselves with proper passports.
