I am directed by Viscount Kilner to acknow-

ledge the receipt of your letter (No.4847/323/1919/T)

of the 11th of January, transmitting & copy of a

letter from the Director of Kilitary Intelligence

regarding the question of Japanese subjects being per-

mitted to enter Hong Kong without being required to

produce a passport, and to transmit to you, to be

laid before Earl Curzon of Kedleston, the accompanying

copy of a telegram which His Lordship proposes. wi th

Lord Curzon's concurrence, to send to the Governor of

Hongkong on the subject.
