The Director of Military Intelligence presents

his compliments to the Under Secretary of State for Foreign Affairs, and, with reference to his letter No.

206025/327 dated 23rd December 1918 and enclosures, respecting the question of Japanese subjects being permitted to enter the Colony of Hongkong without being required to produce a passport, begs to acquaint

him for the information of Mr.Secretary Balfour, that

Major General Thwaites is of opinion that whatever

the practical difficulties may be, the principle

should still be maintained that Japanese subjects

should be bound to provide themselves with proper

passports when they travel to a British possession.
