I have the honour to enclose a copy of a
telegram which we have received from the Government
of Hong Kong, respecting the engagement of two
Assistant Engineers, Public Works Department on the :
terms given in the enclosure to our letter of the 11th,
April 1919 H.K.8607 plus the 20% temporary allowance,
and two 2nd class Overseers, one to have the following'
qualifications; -
"Experience in carrying out good class "constructional and painting work and to be *qualified to take out quantities including "measuring up and preparing estimates of cost "and to have received a practical training "preferably as a Carpenter",
and the other to be qualified as follows:-
"Thoroughly conversant with modern road
construction in all its branches, including "asphaltic surfacing tar paving, sett paving and
"general maintenance work. Should have been "employed in a similar capacity under a "Borough Engineer and must be capable of "measuring up and preparing statements of work "done".
2.
I have to request that we may be furnished
with the authority of the Secretary of State to
proceed with the engagement of the two Assistant
Engineers and with the 2nd class Overseer for
painting and construction work, but with regard to
the 2nd class Overseer for roads, I ray report that
we have not yet succeeded in obtaining a candidate
