With reference to your letter No.2923/1919 of the 3rd February last, stating that it is undesirable for persons who have suffered from shell shock to proceed to the tropics, I have the honour to bring to the notice of the Secretary of State the case of Mr N.J.Watts who is a candidate for the post of Police Constable in Hong Kong.

This candidate was discharged from the Army in June 1918, owing to shell shock, and was employed by Messrs Farrer
We enclose a copy of Reading from July to December last year,
of their reply to our enquiry as to his character, health etc., from which it will be seen that he was subject to fite of
Since January last he has trembling whilst in their service, been employed by the Army Pay Office at Woking, and a reply to similar enquiries (of which a copy is enclosed) states that he has had no sick leave whilst there,

At our interview with this candidate, he admitted that he had had fits of trembling but stated that they were only slight, and that for the past six months he has been
He was entirely free from any ill-effects of shell shock, therefore sent for medical examination, and Sir John Rose Bradford who examined him (and who was advised of all the circumstances of his case) reports that he shows no signs of shell shock and passes him as medically fit for the appointment referred to in paragraph 1.
