I have the honour to enclose a copy of a letter from Mr.H.E.Langley who was engaged in March as a constable in the Hong Kong Police Force.

The telegram from the Government of Hong Kong which formed the subject of your letter of the 24th December, No. 61447/1918, asked for 20 constables. So far paggages her2 not been available for these men, but, as the notice which we receive from the Ministry of Shipping that a ateamer is fixed is usually not sufficient to enable us to select men after their passages have been booked, we proceeded with selection and 16 men signed agreements in March and April of whom, two have gince withdrawn. Al though a certain number of passag to the East have now been allotted to us, there seems to be little prospect, in view of the number of men on leave now waiting, of our being able to secure passages for the newly engaged constables for at least another month. They were warned when engaged that it was impossible to bay how con passages could be secured; hat, if we are to keep selected candidates waiting until passages are available, we suggest that an allowance of (gay) 25/- a week should be authorised to he paid from the date on which a man can show that he was out of work andwithout pay because waiting a pessage, and I have to enquire whether the Secretary of State (approves of this allowance being paid in such ca919.

If no uch allowance is sanctioned, we propose to allow the men selected to withdraw from their agreements if they wish, and, in avery case where no man beg waited at least a month, to waive our clain for refund of the expenses which have been paid in connection with interview and medionl examination. ire should also propose not to engage any morə

4. We do not know whether fr. Langley is correct in saying that he cannot claim unemployment pay because he has been appointed for the Hong Kong Police Force. The Bereement in to which we entered with him does not come into force until he sails and meanwhile, if he cannot acura employment in this country, he would seen to have sone claim for unemployment pay.
