presupposes and appears to countenance, carelessness as the normal accompaniment of all traffic.

(e) Re para. 8 the times are suitable for ships with one

operator, byt the type of signal does not appear to be very suitable for reading by ships' officers. If, however, it is not practicable without considerable expense to arrange to send signals on the model of the Eiffel Tower 10 a.m. signal and to send them from Stone cutters instead of D'Aguilar, there is no objection to the continuation of these signals.

2.The Admiralty will embody the particulars of the time signal in the next revision of the Notice to Mariners, but before publishing particulars of the Meteorological bulletins, Their Lordships would be glad to receive the observations of the Secretary of State on the proposals under (b) and (c) above.
