With reference to your letter No.44152/1919, of the 13th instant, relative to an enquiry by Messrs Jardine Matheson & Co,Ltd, whether Mr.C.W.Falk, who is of Swedish parentage, may sail as Master of a British ship, I am commanded by My Lords Commissioners of the Admiralty to acquaint you for the information of the Secretary of State for the Colonies, that as Mr.Falk has not been naturalised and apparently did not apply for a certificate until some time in 1916, they do not consider that any sufficient grounds are disclosed fer exempting him from the restrictions of Defence of the Realm Regulations 37.D, applicable to persons of Alien birth and parentage.

I am to add, however, that should he now apply for and obtain a certificate of naturalisation Their Lordships would be prepared to reconsider any further application which he may address to them upon the subject.
