With reference to your letter of the 26th

December, No. 61214/1918, enclosing a copy of a telegram

from the Officer administering the Goverment of Hong Kong

enquiring whether it is still necessary for vessels leaving

the Colony for Europe via Suez to carry sealed and Certified Manifests, I am commanded by My Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of States for the Colonies, that the procedure in question was instituted to facilitate the examination of vessels and to help to prevent leakage of commodities to the enemy. My Lords are of opinion that until the Blockade of the enemy countries is raised the present procedure

should be continued.
